When Your Excellency was recently here 1
had occasion to bring to your notice a case in which the territo-
rial rights of this Colony were violated in March last by the
commission of a grave crime within the City of Victoria in the
murder of a Chinese, whose person was either mistaken for that
of one Hung Tsun-fuk the ringleader of an abortive rising
against the Chinese Authorities at Canton in the beginning of
the year which formed the subject of the Despatch noted in the
margin or was desired in order that it might be palmed off
upon the Chinese Authorities as that of the ringleader in
question, and in the removal of the dead body evidently with the
connivance of the Chinese Admiral Commanding at the Bogue Forts
to Chinese Territory and subsequently to Canton.

your consideration copy of a memorandum giving an epitome of the
information and evidence in the possession of this Government in

connection with this case; copy of Consul-General Scott's inter-
view with Yang Taotai the Viceroy's Chief Secretary dated the
20th. April last; copy obtained by this Government through a
trustworthy source of Admiral Ho's Despatch to the Viceroy when forwarding the body; and copies of Cheung Cho-ting's deposi- tion taken at the instance of Admiral Bo and of a bond in which
certain officers under Admiral Ho's command bind themselves as sureties for the truth of Cheung's statements. A copy of the
